Before you write
Most questions are already answered on the site. Read the FAQ first, then open the page for the entity that holds your money: United States, Europe, Singapore or local entities. Each one sets out the complaint route that applied in that jurisdiction.
Are you a PayPal employee?
If you work at the company and want to give out information about it, there are established whistleblowing routes. For PayPal Europe that route runs through the CSSF, Luxembourg’s financial regulator, which supervises the European entity.
